Jim,

1- GDOT (and their various beneficiaries, sycophants, and contractors) lied to you about traffic counts/projections along Houston Road when you were Macon Mayor. 
On  Jan. 7, 1999, according to verbatim minutes of the Executive Committee meeting:  You cast the deciding vote -  to widen Houston to five lanes, including a turn lane.  (reference - http://www.macon-bibb.com/FHR/traffic.htm)  The  6-12-2005 Macon Telegraph article states that you cast your vote wholly due to traffic projection testimony (lies).

2- They (GDOT) lied again in 2005 when they denied that they told you in 1999  that the traffic projections were the primary reason used to supersize Houston Road.

3- Now they are lying again about their misleading traffic projections for FHR.  Clearly, this is Deja Vu - all over again. 

We (the FHR-MT) want you to acknowledge statements 1 and 2 above.  And we want you to act to prevent federal funds from being misused due to the continuing lies described in statement #3. 

We want to meet with your staff and any federal FHWA officials who will hold the liars accountable. 
Please help the Macon community to get a better redesign for FHR - a design that reflects the needs of the people more than the contractor's wants.

Gentlemen:
 
          I have been contacted by constituents who are concerned that the needs and environmental assessment for the Forest Hill Road Widening Project (GDOT Project No STP-3213(1)) may contain flawed and outdated traffic projections. They have requested that I seek an independent evaluation of the contested traffic projection studies as part of the Federal Highway Administration approval process.


Many individuals in the Forest Hill area believe the original needs and environmental assessments did not include historical traffic volumes and did not annualize the data. Additionally, they feel that the projected travel volumes have not materialized because traffic patterns have changed significantly since the original assessment. I have enclosed their detailed evaluation of the Georgia Department of Transportation's (GDOT) assessment.


Their observations seem reasonable to me, but I would like to defer to you since you have a more intimate knowledge of this matter. Please look over the enclosed document and let me know what you think, and if you feel a new study needs to be done to resolve this matter, I urge you to take the lead on this issue. We must make sure we can fully justify every tax dollar we spend, especially during this time of fiscal austerity.

It is my understanding that there are several million $ of federal matching funds in the construction phase of this (FHR) project.
also,
FHWA has repeatedly reviewed and OKed the Environmental Assessment for the FHR project which contains the [flawed] traffic projections.
so
Although there may not be a federal road number, FHWA's approval of the GDOT documents has been required for this project to move towards completion.

I talked with Jim about this. He said we should ask. But he also said he thought FHWA would decline since this is not a Federal highway and there is no money to meet Federal priorities, let alone branching out into a state/local dispute.

Jim also mentioned to me that he told Don Tussing around the time that the new mall was built that he thought traffic count projections for Forest Hill road should go down since the old mall would lose business. He mentioned that Tussing replied that the traffic count actually goes up with the addition of the new mall. He thought you should ask Tussing whether he was relying on Moreland or some independent study.

Thank you for coming down to attend our meeting with Senator Robert Brown and Macon citizens on Forest Hill Road last Thursday evening,

After the meeting, you asked me to email to you documents/studies produced for us by Mr Rick Chellman.

Please be aware that Chellman's traffic projections are a bit high because Moreland-Altobelli (MAAI) gave him incorrect (inflated) data for 2007.

It is my understanding that GDOT policy requires traffic projection models must "fit" the latest 5 years of historical traffic counts.  Please note that the Moreland-Altobelli (MAAI) traffic projection model for Forest Hill Rd does not fit the past 5 years of historical traffic count data.   Moreland's projections diverge widely (and wildly) from the latest 10 years of GDOT's own traffic counts. 

Therefore, would not GDOT policy require the incorrect Moreland projections to be removed from the Environmental Assessment (EA)?

Mr. Chellman did not address the Storm Water errors in the EA.  One of the several hydrologic errors in the EA pertains to the perennial stream that flows under my driveway at 744 Forest Hill Rd.  This stream is incorrectly categorized as an intermittent stream.  Several hundred feet of this stream are projected to be heavily impacted by Moreland's designs.

Tim,
Thank you for the prompt clarification.

We are currently analyzing the GDOT letters you sent to us.  They seem to be simply restating the same fallacious methods/results that were exposed by the 6-12-2005 Macon Telegraph article (link)

wherein we see that (then Mayor) Jim Marshall was duped by the GDOT contractor's lies.  This resulted in $ millions being mis-spent on an incorrectly classified road project - Houston Rd in Macon.
There should be consequences for those who continue lie to the public and to our elected officials.

I will send to you all our further analysis when it is flesh out.
