I write to thank you for the
fine arrangements you made for our sessions last week. You
certainly envisioned in advance all of our needs and planned very well
accordingly. The Courthouse courtroom was perfect (except I
didn't need to be on the bench and hope I dispelled the thought that I
had any judicial power in this instance), and the accommodations in the
Fickling Building served our purposes well. It was wonderful to

In response to your open records request, I have contacted DOT and
learned that it is their policy not to disclose purchase price for ROW
until such time as all of the property to be acquired has been
acquired. They deem this information to be exempt under section
50-18-72(a)(6) of the Ga. Open Records Act. This is based on an
Attorney's General Opinion.

The GDOT rate for CDs is $12, and the information supplied from Stantec
appeared to fit onto just one CD when I reviewed it at the
Moreland-Altobelli office on Friday afternoon.
GDOT people I spoke to last Friday seemed to be surprised and unaware
that the [ Road Improvement Program] was trying to overcharge us, and
"RIP" us off for these CDs.
If your CDs contain additional information that was not on the one CD
that I viewed at Moreland Altobelli, then please let me know. (?)
The data I viewed was in 2 folders:
"76100115" contained 724 files in 57 folders for a total of
332MB.
"76100114" contained 445 files in 23 folders totaling 153 MB
Most of these files are of a format type .DGN
which is unrecognizable, and therefore of no use to us. No files
of this type were requested by us.
We are still reviewing the .PDF, JPG and GIF
files to see if all the requested information is there. The ROW
drawings for the Southern part of FHR are in Metric measurements,
and this is quite confusing since Northern designs use English.
Why is this project split into two different
measurement standards?
[And] We still want the hydrology study in digital form.
Somebody's computer (and backups) at Stantec have the file we
want. Do I need to call Stantec myself to ask who typed the
report? This one hydrology report cost the taxpayers over
$50,000. I can not believe that it is not readily available...
