Adoption of Agenda: APPROVED Election of Officers: The CAC nominated Dan Fischer to serve as Chairman and Ron Lemon to serve as Vice-Chairman. APPROVED Approval of Minutes from previous meeting(s): November 23, 2010: A motion was made and properly seconded to approve the minutes as presented. During the discussion, Mr. Pietrzak wanted to correct the minutes by indicating that the CAC “requests” that GDOT include sound barriers in the areas around the Winship Hills neighborhood. APPROVED HB – 277 Roundtable Status Update: Jim Thomas began the discussion by providing some of the latest actions from the Roundtable recommendations and GDOT recommendations. Jim also mentioned that the roundtable membership is comprised of the County Commission Chairman and Mayor. There are 11 Counties within the Middle Georgia Region that comprises the roundtable: Bibb, Twiggs, Wilkinson, Monroe, Peach, Putnam, Crawford, Houston, Jones, Baldwin and Pulaski. Greg Floyd proceeded with the discussion by providing an overview of the Final Recommended Criteria for the Middle Georgia Special Tax District; and a recap of the December 16, 2010 Roundtable meeting submitted via email by Laura Mathis of the MGRC. The roundtable membership recommended consolidating the 8 program areas into 4 program areas. The recommendations are: Roadway Capital; Roadway and Bridge maintenance; Safety and Traffic Operations; and Freight and Logistics Aviation Bicycle and Pedestrian Transit Capital, Transit Operations and Maintenance Some of the allocation ranges changed as well that related to Bicycle/Pedestrian. CAC motions to the Policy Committee: Motion that the project planning selection committee provides a transparent planning process that maximizes public input at all points, especially early on. Motion Passed. Motion that CAC concurs with the proposal by the Roundtable to reduce program areas to four, but requests a minimum floor investment of 5% each for Item 3 – Bicycle & Pedestrian, and Item 4 -Transit Capital, Transit Operations & Maintenance. Motion Passed. Additionally, Don Tussing presented an “Unofficial” draft list of regionally significant projects in Bibb & Jones Counties that could be completed in 6 years. These include projects that are in the current LRTP and those that are maintenance projects. After considerable discuss regarding the draft list of possible eligible regionally significant projects, a motion was made and properly seconded to add the MTA Maintenance Facility to the list of eligible projects. Motion Passed. Lindsay Holliday motioned to recommend an outside consultant to host a citywide charrette to gather further public input into the project list, but respectfully withdrew the motion after considerable discussion. Old/Unfinished Business: The CAC discussed vacant positions and declared the positions vacant due to members missing (3) consecutive regular meetings, according to the MATS CAC Bylaws. The following positions were declared vacant: City Ward 2; City Ward 3; County District 1; County District 4; Macon Housing Authority; Transit Ridership; Jones County; Bibb County Board of Education; and the Older Americans Council no longer exists. A motion was made and properly seconded to declare these positions vacant. Motion Passed. Due to uncertainty regarding the status of the Disabled Transit User position, it will be reviewed at the next regular meeting. The committee then determined the necessary steps to fill the vacant positions pursuant to the Bylaws. It was motioned and properly seconded that the CAC follow a 3-step process: (1) Nominate potential members from within the committee; (2) determine whether the nominee meets the criteria for the respective vacancy and is willing to serve, and (3) proceed with a formal appointment vote at the next CAC meeting. Motion Passed. A recommendation was made for Michael Ryan to fill the position of City Ward 3. Mr. Ryan was in attendance at the meeting, agreed to serve and verified that he met the criteria for the City Ward 3 position, and was approved by acclamation. Gregory L. Brown will send a follow-up email to the CAC membership listing the remaining vacant positions. Jim Thomas announced that the MATS Policy Committee meeting will change to either Tuesday, February 1, 2011 or Thursday, February 3, 2011 due to a scheduling conflict by Chairman Hart. New Business: Tree Commission Memo from Carol Salami-Goswick: Mr. Holliday asked permission to read the “Tree Commission” memo at the Policy Committee meeting. A motion was made and properly seconded. Motion Passed. Lastly, Michael Ryan wanted to know more information about an article in the “Telegraph” regarding High Speed Rail. Jim Thomas provided minimal information regarding the article. No action was taken on this item. Next Meeting Dates: Regular meeting date: March 9, 2011.
