GEORGIA, BIBB COUNTY NOTICE OF LOCATION AND DESIGN APPROVAL Bibb County Project Numbers NHIM0-0016-01 (092) P.I. Number 311000 NHIM0-0016-01 (131) P.I. Number 311005 NHIM0-0075-02 (177) P.I. Number 311400 NH000-0016-01 (104) P.I. Number 311410

-Notice is hereby given in compliance with Georgia Code 22-2-109 and 32-3-5 that the Georgia Department of Transportation has approved the Location and Design of this project.

-The date of location approval is September, 20, 2010.
-This project is located within Bibb County; Congressional District No. 8; Land Lot Districts 13, Macon Reserve West, & Macon Reserve East; and Land Lots 6, 7, 8, 9, 10, 35, 36, 55, 56, 57, 58, 59, 76, 77, 78, 95, 363, 364, 369, 374, & 377.

-The purpose of the proposed project is to improve the operational efficiency and safety of the I-16/I-75, I-16/Spring Street, I-16/Second Street, and I-16/Coliseum Drive interchanges by constructing a collector-distributor (CD) road system along both I-16 and I-75 and reconfiguring the existing interchanges.

The CD road system would be constructed along the eastbound and westbound lanes of I-16, as well as along the northbound and southbound lanes of I-75. These CD roads would separate the local and through traffic helping to eliminate the difficult weaving maneuvers created by the close proximity of the interchanges.

Due to the magnitude of the work needed to complete the reconstruction and upgrade of the aforementioned interchanges, the project has been divided into the following Georgia Department of Transportation (GDOT) projects:

-NHIM0-0016-01(092), P.I. 311000 - Improvements along I-16 from I-75 to Coliseum Drive This section of the project begins on I-16 at MP 0.76 (just east of the I-16/I-75 interchange), ends at MP 1.69 (between S.R.22/Second Street and S.R.87/Coliseum Drive), and is approximately 0.92 miles in length. This project proposes to widen the existing interstate, which varies from four to seven lanes, to a constant seven-lane section with 12 ft paved shoulders and a concrete median barrier. CD roads will be constructed parallel to I-16 and will vary from one to three lanes wide.
The Second Street bridge will be widened from four to six lanes between Walnut Street and Emery Hwy, and a full access interchange will be added at I-16. A 10 ft sidewalk will also be added to the east side of the Second Street bridge.

-NHIM0-0016-01(131), P.I. 311005 - I-16/Coliseum Drive Interchange Improvements This section of the project begins on I-16 at MP 1.69 (between Second Street and Coliseum Drive), ends at MP 2.92 (Walnut Creek), and is approximately 1.23 miles in length. Included is the S.R.87/Coliseum Drive bridge over the Ocmulgee River and the Coliseum Drive interchange with I-16. The existing interstate will remain a 4 lane section but will be improved with 12 ft paved shoulders and a concrete median barrier. Coliseum Drive will be widened from 4 to 6 lanes with a raised median. The bridge over the Ocmulgee River, a.k.a. the "Otis Redding Bridge", will be widened and reconstructed as a pedestrian friendly gateway to Macon including 10 ft sidewalks and lighting.

-NHIM0-0075-02(177), P.I. 311400 - I-75 Improvements from Pierce Avenue to I-16 This section of the project begins on I-75 at MP 13.62 (immediately north of the I-16/I-75 interchange), ends at MP 14.49 (south of S.R.247/Pierce Avenue) and is approximately 0.87 miles in length. The existing interstate will be widened to six through lanes with 12 ft paved shoulders and a concrete median barrier. A fourth auxiliary lane will be constructed on I-75 northbound between I-16 and Pierce Avenue. Included in this project is a 1500' tunnel to accommodate the Norfolk-Southern railroad.

-NH000-0016-01(104), P.I. 311410 - I-16/I-75 Widening and Interchange Modification This section of the project begins on I-75 at MP 11.90 (S.R. 19/ Hardeman Avenue), ends at MP 13.62 (between I-16 and Pierce Avenue), includes reconstruction of the I-16/I-75 interchange, and is approximately 1.70 miles in length. The existing ramps within the I-16/I-75 interchange will be reconstructed to meet current design criteria and all ingress/egress on I-75 will be on the right. Three additional ramps will be constructed to connect I-75 with the I-16 collector-distributor roads. The I-75 northbound exit to I-16 will be shifted 4000' to the south and the I-16 merge with I-75 southbound will be shifted 1500' to the south. A 2-lane CD road will be constructed parallel to I-75 southbound.
Riverside Drive, Walnut Street and the David Lucas pedestrian bridge overpasses will all be reconstructed to accommodate the proposed ramps and CD roads. Mitigation for impacts to the Pleasant Hill neighborhood will include a proposed greenway on the east side of I-75 between Hardeman Avenue and Walnut Street as well as local street improvements to First and Second Avenues west of I-16.
