Thank you for taking the time to speak to me about this yesterday. You offered to write a note to Stantec suggesting they consider contacting Chellman. But my concern remains that there is no financial incentive for Stantec to do so. You suggested that Stantec is only developing a draft that will be vetted at a public meeting. You suggest that the design can be modified then... But my concern is that this method has sadly failed to work in Macon-Bibb for every other project in this 1994 Road Program. You mentioned "opponents to this road project" without remembering that Ga DOT is the "opponent to this road design". And that GDOT's opposition is why Macon is being forced to reconsider the flawed design that citizens tried to modify in vain, against local leadership, for over 20 years. If Macon does not require Stantec to involve Chellman, then Stantec has no strong business incentive to do so. And we will be traveling down the same route with some of the same company that have led to much discord in our community. I hope that either you or the Commission will put us on a different and proven better path that unequivocally Requires the early involvement of a proven "road hero" - Rick Chellman. From: "Fortson, David"
<DFortson@maconbibb.us> To: "'teeth@mindspring.com'" <teeth@mindspring.com> Subject: FW: Smart Growth America - Join us for a lunch hour on Complete Streets Design Integration Date: Wed, 20 Apr 2016 19:03:43 +0000 Dr. Holiday I am sorry you are unhappy with
our selection of Stantec to accomplish the concept
design of Forest Hill Rd Ph 2. I know you
won’t forget the disagreements in the past with
county and GDOT officials. However, I want
to assure you again that our goal is to plan and
build the smallest road section we can possibly
build through this corridor. Our thinking
going into the start of the process is a three
lane section with a roundabout at Wimbish and
Forest Hill, narrow lanes, with extra turn lanes
at intersections. That may change after
traffic studies are done. Of course we plan
to install sidewalks. I am not sure about
bike lanes yet. There are no other bike
lanes around. Bike lanes will require extra
right-of-way. Some would say we need them
anyway. That may depend on public
input. Based on your conversation with
Mayor Reichert, Stantec will be happy to consider
information from Mr. Chellman on his thoughts
about the corridor. Mr Chellman did not
submit an application to be considered on this
project, so he consequently was not
considered. I think you can understand that
the contractor is the only one that can be
responsible for the design, so Stantec must have
the final say based on being responsible for the
contract execution. I have talked to
Mitchell Greenway, the Stantec project manager,
and he assures me that he will be happy to
consider any information he receives from Mr
Chellman. However, final decisions will be
his and the government’s. Below is information on a webinar
on complete streets. One of the presenters
is a Stantec employee, who will be available to
the local Stantec engineers for consulting on this
project if needed. You are invited to listen
in if you desire. David P. Fortson, P.E. Macon-Bibb County Engineer 478-621-6660 From: Greenway,
